Who is it for?

Flex-e Grant 2026

This subsidy program for flexible electricity consumption is intended for organizations with a contracted transmission capacity of 100 kW or more*.

Starting in 2026, businesses with a low-voltage connection of 100 kW or more will also be eligible. In addition, organizations can submit a grant application for each location.

*The maximum amount of electricity you are allowed to draw from your grid connection.

Why do you want to do this?


Grid congestion is becoming an increasingly significant challenge for many organizations. Grid congestion leads to transmission capacity constraints on the power grid, creating a “backup” with long wait times for new connections. Furthermore, expanding an existing grid connection is often not possible. As a result, plans for growth, electrification, or sustainability initiatives get stalled. By gaining insight into the flexibility of your energy consumption, you can often achieve more within your existing connection than initially anticipated. 

This way, you can work toward an affordable, scalable, and sustainable energy supply, ensuring your organization remains future-proof.

What is it?

Flex-E Grant

The Flex-E program supports companies in exploring and implementing flexible energy solutions. The grant consists of three components:

Flexibility Assessment

An initial analysis of your organization’s energy consumption and grid connection. The scan identifies opportunities for flexible electricity use.

Feasibility Study

A detailed technical, energy, and financial analysis of promising solutions. This results in a conceptual design and an implementation plan.

Flexibility measures

Are you convinced by these solutions? If so, you can receive a grant to help fund investments in measures that ensure a more flexible energy supply.

How it works

Apply for a grant

Applications for the grant can be submitted starting in early May 2026. Under the Flex-E program, the RVO subsidizes a portion of the costs:

  • 50% grant for a flexibility assessment (up to €10,000)
  • 50% grant for a feasibility study (between €10,000 and €125,000)
  • 35% grant for flexibility measures (between €25,000 and €300,000)

Starting in 2026, any remaining budget from the flexibility scan can be allocated to other areas, such as the feasibility study or flexibility measures.

Frequently Asked Questions

To qualify for a grant, the RVO expects a flexibility scan and feasibility study to include, among other things, the following points:

  • analysis of electricity consumption profiles
  • Peak and off-peak analysis of electricity demand
  • 5-year forecast of energy consumption and growth
  • Estimated flexibility per measure (MW / MWh)
  • Analysis of deployment opportunities and control strategy
  • consult with the grid operator regarding grid impact and potential contracts

In addition to the points mentioned above, the following additional considerations apply to the feasibility study:

  • analysis of the scope of the measure(s)
  • contribution to congestion reduction through (flexible) contracts and the resulting financial revenue
  • investment costs, operating costs, and the pros and cons of the measure
  • the development of a conceptual technical design
  • an implementation plan that includes a phased approach and the organizational impact

The Flex-E scheme was amended in several respects in 2026:

  • Applications by location: Previously, only one application per organization was allowed. Now, each location can submit an application separately.
  • Low-voltage connections: Organizations with a connection of 100 kW or more are now also eligible.
  • Budget: Any unused funds from the flexibility assessment can be allocated to other components, such as the feasibility study or flexibility measures.
  • Congestion Management Contract: This contract remains mandatory for measures of 100 kW or more.

These changes make the program more accessible and flexible for organizations.

Key conditions for taking action are:

  • remain operational for at least 4 years
  • In-house staff and standard operating costs are not eligible for funding
  • Consultants for scanning and analysis must be independent of suppliers
  • Measures must not exacerbate grid congestion or lead to increased use of fossil fuels
