Avri Solar in Geldermalsen—in collaboration with Repowered—has launched an innovative congestion management project. Avri’s solar park has a capacity of 9.3 megawatts peak and is located on a landfill site. Through this park, Avri Solar is voluntarily participating in congestion management with grid operator Liander.

AVRI provides waste management services for eight municipalities in Rivierenland. The AVRI Solar B.V. solar park is located on a covered landfill and has been operational since 2018. The site, located north of the A15, covers twelve hectares, which is equivalent to about eighteen soccer fields. The park has a capacity of 9.3 MWp.
Grid operators can request that energy suppliers voluntarily participate in congestion management. This occurs in areas where the power grid is under heavy load. In this case, the initiative for this project stemmed from a request by grid operator Liander. Avri Solar decided to enter into a capacity restriction contract with Liander. Under such a contract, the grid operator notifies the supplier at least one day in advance if a congestion is expected and specifies how much power it will temporarily be unable to supply or draw. The restriction never lasts longer than necessary. The grid operator pays compensation both for keeping capacity available and for the restriction itself.
Congestion Service Provider
As a Congestion Service Provider (CSP), Repowered negotiated the commercial and technical terms of the contract on behalf of Avri Solar.
From a technical standpoint, we ensured that the solar farm can be controlled. In addition, an automatic connection to the GOPACS platform was established—the first of its kind in the Netherlands. Through this connection, the grid operator sends a notification when Avri Solar needs to curtail its production.
Liander forecasts that Avri Solar’s solar park will have to curtail its output about ten to twenty times a year due to local congestion. Time will tell how often this will actually happen.
This innovative project contributes to a truly sustainable energy system, in which flexible solutions play an important role. Congestion management enables Liander to resolve local grid congestion and thus create more capacity for the implementation of future renewable energy projects.
